A top-down product strategy is one in which high-level goals and a long-term vision are established first, then used to guide the rest of the process. The roadmap conveys the strategy in top-down planning, but it is not constructed and prioritized until goals and the product vision are in place.

A top-down product strategy is a hierarchy in which leaders and decision-makers transfer product-related information and instructions down to the product manager. In some circumstances, where decision-makers, senior management, and the product manager all collaborate to define the strategy, this plan may be adaptable.
